Vietnam and Japan

Although their war with America was only a short while ago, the Vietnamese do not hold grudges against America. A forward looking, bright nation that has earned the respect of many Japanese.

kinda funny because Japanese investors build hotels and golf courses that is only available to Japanese and no one else.

So you build these things on another country but do not let their countrymen to use it.
